woolly groundsel, Packera cana
I've dabbled at several languages, and took a serious crack at German. Now it's Latin, and the teachers are plants. After long enough, you start to get the jist of it. Enough woolly canas, and that must mean woolly or fuzzy. Packera? Don't know who Packer was, but now he's been memorialized with some DYCs. Probably not Alferd. This pretty little plant was growing at about 10,000 feet. On the plains they get a lot taller. Woolly happens in AZ, CA, CO, ID, KS, ID, KS, MN(E), MT, ND, NE, NM, NV, OR, SD, UT, WA, WY, AB, BC, MB, and SK. Summit Co CO, 6/18/13.

I found it on Eber Rd, about 1.5 mi S. of Kitty Todd Preserve 1/4 mi from Metroparks land. I’m guessing it came in on the RR. (NwOhio)
Apparently so, but not on all plants. The brown only shows a little in this image.
Regarding umber pussytoes, one reference calls it brown-brackted pussytoes. Are it's bracts browner than other pussytoes?
